The government signs treaties itself. Before most can be ratified it must lay them before Parliament for 21 sitting days, under the Constitutional Reform and Governance Act 2010. Either House can resolve against ratification in that time. After a Lords objection the government can still go ahead by laying a statement; a Commons objection starts the 21 days again, and can be repeated.
