
Megan Lee Devlin was appointed Chief Executive of HM Courts and Tribunals Service in August 2026. Megan leads the organisation, making sure courts and tribunals run effectively and deliver services that work for the public.
As HMCTS continues its ambitious programme of modernisation, Megan will lead the organisation through its next phase, with a focus on improving services for court and tribunal users.
Prior to joining HMCTS, Megan was Director General for Justice Services and Transformation at the Ministry of Justice, where she drove the digital transformation of services across the justice system, including in prisons, probation and services for victims. She was also responsible for the operational delivery of three essential justice services: legal aid, lasting powers of attorney and victim compensation.
Before joining the Ministry of Justice, Megan was Director General and Chief Executive of the Central Digital and Data Office in the Cabinet Office, where she was Head of the Digital, Data and Technology function and responsible for ensuring government was fully harnessing the benefits of technology.
Megan joined the Civil Service from the private sector. She worked at IBM, PwC and McKinsey & Company, where she advised private sector organisations on technology, analytics and organisational transformation.
