The Services will have the following features: • provides a time limited or ongoing intervention for families, dependent on need • provides a range of different types of support to be available (e.g. domiciliary care, personal care, support in the community, overnight care etc.) • provides flexible levels of support to meet individual needs (some families may only need light touch, and some will need intensive) • provides support at both the times that is assessed as a need by the Social Worker and requested by families, for the time period required (e.g., one hour at the beginning and / or end of the day) • provides suitably trained, reliable, consistent workers; known to the child or young person, all of whom will have an Enhanced Disclosure and Barring Services (DBS) check, to ensure continuity and stability for families • delivers Excellent / Good care in accordance with Care Quality Commission guidance for providers of health and social care services for children and young people • identifies opportunities for the use of assistive care technologies and equipment to enable families to support their child independently in their own home or for the young person to access the community independently • can support a child or young person in their own homes whilst the parent or carer is not present • can support a child or young person in a residential home, foster home or their own home • can support the child or young person in their local communities The current Care Support for Children with a Disability Framework was developed by Hampshire County Council to address growing and evolving needs in social care, for children who require support in their home environment and to safeguard these children. The service is coming to the end of it's life span and is required to be retendered to ensure Hampshire may meet the needs of its eligible residents. The new framework will be an evolution from the current Framework and the Authority is looking is looking for contracts for services under the Framework to commence from 01/09/2026. This is a light touch contract as set out in section 9 of the Procurement Act 2023. As such the Council is establishing a Framework which will be open for new entrants across it's entire term. However, the Council reserves the right to temporarily pause the Framework for new entrants at any point. Any pause will be communicated through the Councils electronic tendering system. The Timetable in section 4.1 relates to the initial application window. Once the Framework commences it will be reopened for new applications and suppliers will be able to apply at any point up until 3 months before the Framework expires.

The school is a secondary academy based in Tanfield and part of Eden Learning Trust. The contract is being offered for three years with the option to extend for a further two periods of 12 months. The contract commencement date is: Catering - 05 April 2026 Cleaning - 31 May 2026 Lot 1 - Catering Services The services at the school are outsourced. The Contractor will be responsible for the provision of a full school food catering service for the pupils and staff at the school. This will consist of morning breaks and full lunch service for each school day. The catering facilities at the school include 2 dining halls both with servery’s and take place over two sittings. Across the school there are currently 692 pupils on roll for the academic year 2024/25. Of this figure, 235 pupils are entitled to Free School Meals. TUPE is expected to apply, details of which can be found in the tender documentation. No members of the catering team are part of the Local Government Pension Scheme. The school is keen to further increase uptake and continue the good work already in place for catering. It wishes to do so by working closely with the successful contractor in developing and continuously improving the service and partnership during the period of the contract and by introducing innovative and creative ideas as submitted in the tender process and ongoing. The school is aware that there are always opportunities to improve and modernise. They are interested in ensuring that the caterers provide the best possible service, introducing new menu ideas and initiatives so that pupils are all eating and utilising the service regularly. Lot 2 - Cleaning Services The contract is for a full daily cleaning service during term time and periodic cleaning outside of term time.     AHDB requires information on trade flows between different countries across the globe. At the most granular level, this “Dataset” includes: • Trade flows from two- down to ten-digit HS commodity code level. • Trade flow information for a variety of countries across the globe (both reporter and/or partner country). • Information on the direction of travel (import, export, total trade, and trade balance). • Information on the port and mode of transport where possible • Information on the State where applicable. • The volume of any trade flow depicted in appropriate units (e.g. kilograms, tonnes, head or litres). • The value of any trade flow in £s, USDs, €s and the reporting country’s own currency. • The average unit price of trade flows. • The latest monthly information as well as historical monthly, quarterly, and annual data (at least 20 years). Web-based platform AHDB require access, for approximately 50 team members, to a web-based platform which allows users to view and interrogate the “Dataset” outlined above. Ideally, the system will allow users to perform the below functions. The supplier should outline a) if any of the below is not possible and b) if any additional functionality is available. • View the latest trade flow information which will be available within 2 to 3 working days of it being released by the relevant country’s Customs and Excise office or equivalent. • View historical trade flow information in both graph and tabular format. Able to view historical data for the UK back to 1990 and for EU and non-EU countries for ideally at least 25 years. • For any post-Brexit UK import data, we would require country of origin for GB imports and despatch for imports into NI. UK exports should be recorded as country of destination. • Apply filters to view different commodity codes and/or countries and/or time periods. • Apply pre-determined groupings to view different commodity codes and/or countries and/or time periods to include monthly, quarterly, annual, year ending and year to date views. Create and save bespoke groupings of commodity codes and countries. • Ability to view the EU values as a collective country group within any query results • Share bespoke groupings of commodity codes and/or countries and/or time periods with other users. • Drill down and view the codes at the most granular level contained in a bespoke commodity grouping. • View volume and value in one table as well as being able to toggle between volume and value of the trade flow. • View average unit price in a table or graph for the commodity code/product grouping. • View a list of trade data flows by commodity code, product grouping, reporting country, trade partner, port, mode of transport and State where applicable. • Apply sorts to view data alphabetically or by ascending or descending values (volume, head, value, and unit price). • To interchange between currencies, with the exchange rate and date clearly stated. • Extract any data, with and without filters applied, in to an excel format. This extract will export/present data in an appropriate format e.g., in formatted tables. • View a list of the latest trade flow information data available by country and when each country’s data was last updated and when next releases are due. • Create and save data queries which can run automatically. If possible, when scheduled, it is desirable for the output to be emailed to AHDB. Data extract service In addition to the web-based platform, AHDB require the “Dataset” to be delivered via an FTP or API protocol for inclusion in our in-house database (property of AHDB). These data files should: • Be provided in CSV format or links to the dataset via API. • Be delivered, at a minimum, monthly (options for more frequent supply e.g., weekly should be detailed if available). • Be delivered within 1 working day of the UK HMRC trade flow information being uploaded to the web-based platform. • For any post Brexit UK import data we would require country of origin for GB imports and despatch for imports into NI. Exports should be recorded as country of destination. • Contain the latest trade flow information. • Contain any historical trade flow information, going back at least 10 years, which has been updated/amended since the last data extract service was provided (please note a complete data file is required rather than just the amends). • Contain the following information: o Flow direction (import or export only) o Year o Month o HS commodity code o Reporter country o Partner country o Value ($, € and £) o Unit type (in appropriate units e.g. kilograms, tonnes, head or litres) o Quantity of units

The MChemA qualification needed to become a PA is rightly challenging to achieve as it ensures extensive knowledge in chemical analysis and competence in providing an expert legal opinion on the quality, safety and probity of food. As some analyses require being tested under the direction of a PA or require the PA to undertake the test themselves due to the need for specialised training, a reduction in the number of PAs hugely reduces the capacity of PA OLs. Moreover, PA OLs who lose their PA due to retirement, or fail to appoint one, will lose their ability to test samples under the Food Safety Act 1990 leading to an inability for LAs to take enforcement action. Funding the training and continued professional development (CPD) of PAs and providing funding to backfill desk analyst roles in the laboratory could improve capacity and capability in PA OLs as outlined in the FSA Board Paper 2022. Providing such a succession plan will guarantee the future of the PA profession and the PA OL system. The project must demonstrate the design and delivery of a training programme which supports the development of PA trainees’ skills, knowledge, and experience in a PA OL throughout their MChemA. This should enable trainees to be better equipped to become practising PAs and therefore support the succession planning of PAs in PA OLs, to ensure that they can continue to act as PA OLs in the future.

At the most granular level, this “Dataset” includes: • Trade flows from two- down to ten-digit HS commodity code level. • Trade flow information for a variety of countries across the globe (both reporter and/or partner country). • Information on the direction of travel (import, export, total trade, and trade balance). • Information on the port and mode of transport where possible • Information on the State where applicable. • The volume of any trade flow depicted in appropriate units (e.g. kilograms, tonnes, head or litres). • The value of any trade flow in £s, USDs, €s and the reporting country’s own currency. • The average unit price of trade flows. • The latest monthly information as well as historical monthly, quarterly, and annual data (at least 20 years). Web-based platform AHDB require access, for approximately 50 team members, to a web-based platform which allows users to view and interrogate the “Dataset” outlined above. Ideally, the system will allow users to perform the below functions. The supplier should outline a) if any of the below is not possible and b) if any additional functionality is available. • View the latest trade flow information which will be available within 2 to 3 working days of it being released by the relevant country’s Customs and Excise office or equivalent. • View historical trade flow information in both graph and tabular format. Able to view historical data for the UK back to 1990 and for EU and non-EU countries for ideally at least 25 years. • For any post-Brexit UK import data, we would require country of origin for GB imports and despatch for imports into NI. UK exports should be recorded as country of destination. • Apply filters to view different commodity codes and/or countries and/or time periods. • Apply pre-determined groupings to view different commodity codes and/or countries and/or time periods to include monthly, quarterly, annual, year ending and year to date views. Create and save bespoke groupings of commodity codes and countries. • Ability to view the EU values as a collective country group within any query results • Share bespoke groupings of commodity codes and/or countries and/or time periods with other users. • Drill down and view the codes at the most granular level contained in a bespoke commodity grouping. • View volume and value in one table as well as being able to toggle between volume and value of the trade flow. • View average unit price in a table or graph for the commodity code/product grouping. • View a list of trade data flows by commodity code, product grouping, reporting country, trade partner, port, mode of transport and State where applicable. • Apply sorts to view data alphabetically or by ascending or descending values (volume, head, value, and unit price). • To interchange between currencies, with the exchange rate and date clearly stated. • Extract any data, with and without filters applied, in to an excel format. This extract will export/present data in an appropriate format e.g., in formatted tables. • View a list of the latest trade flow information data available by country and when each country’s data was last updated and when next releases are due. • Create and save data queries which can run automatically. If possible, when scheduled, it is desirable for the output to be emailed to AHDB. Data extract service In addition to the web-based platform, AHDB require the “Dataset” to be delivered via an FTP or API protocol for inclusion in our in-house database (property of AHDB). Seen as part of both short term and long-term response to the sectors role in climate change mitigation, support for genetic improvement of the Welsh sheep industry is crucial.This project seeks to build on the previous work funded by Welsh Government to support the uptake of genetic improvement within the Welsh sheep flock. The activity will look to further develop activity that has been delivered through the Hill Ram Scheme (HRS) and the first phase of WSGP, which was undertaken as part of Farming Connect. The proposed programme will be designed to meet the specific needs of the Welsh sheep sector in advancing genetic improvement. It will support participating businesses by assessing their current baseline performance, identifying key performance indicators relevant to their farming system and develop tailored action plans. Each plan will include clear, evidence-based recommendations to enhance genetic progress at the individual farm level, whilst collecting valuable information that could highlight the wider-sectoral benefits of the activity. Phase 2 of the WSGP will deliver the following objectives: • Improve economic and environmental performance of Welsh sheep farms (including methods to address decarbonisation of the red meat sector) • Increase uptake and confidence in EBVs and genomic EBVs • Grow a critical mass of performance-recorded and genotyped flocks in Wales • Enable and encourage sheep farmers to make evidence-based breeding and purchasing decisions • Support a long-term transition to farmer-led genetic improvement within the national flock in Wales • Exploring genetic improvement as a natural and impactful way to assist lowering the carbon footprint of the sheep sector in Wales. HCC is seeking a supplier to provide technical expertise in sheep genetics and support for the delivery of the project in relation to the activities detailed below:The Welsh Sheep Genetics Programme The core requirement of the WSGP is to improve the understanding and uptake of EBVs and Genomic EBVs within the Welsh sheep sector. It is envisaged that the programme will be delivered through the following stages;Transition support for existing participants of the WSGP who wish to continue in Phase 2Initially, the priority will be to provide a seamless transition for current participants of the WSGP into Phase 2. This will seek to maintain and maximise the data collection opportunity for the 2026 lambing season.Approximately 60 flocks actively participated at the end of the first phase of the programme, with various degrees of experience and understanding within the field of sheep genetics. For the final year of Phase 1 of the WSGP, 42 flocks with an average 119 lambs undertook DNA Sampling (a total of circa. 5,000 lambs for the year). 60 flocks undertook backfat scanning with an average of 228 lambs scanned. It is expected that the number of flocks participating in the programme increase in Phase 2, with the average number of lambs per farm remaining relatively stable. Identify and recruit a suitable range of participating farms & breedsOnce it is known how many existing participants will transfer over to Phase 2 of the WSGP, there will be opportunities to expand the offer to new businesses. It Is envisaged the recruitment of participating businesses to be a mix of:• Those experienced in genetic improvement of sheep – this is to ensure a continued level of knowledge and data which can be shared with other farming businesses who are looking at genetics• Those who have already started on engaging with genetic improvement, but require further assistance to develop their knowledge, understanding and confidence.• Those who are new to the process.The level of support will be proportionate to the participating businesses experience of the subject, but the goal will be for beneficiaries having the practical knowledge and expertise to undertake the work independently.Identify KPIs and create an Action Plan for participating businesses - working with the eligible businesses in identifying their current baseline performance, KPIs will be identified for the businesses, and an action plan created with clear recommendations for participating businesses at the end of the programme.Provide a pathway report for options for future support in this field - using lessons learnt from Phase 1 of the WSGP and from similar schemes and programmes provided in Wales and the UK, a pathway report for potential future options for support in this field will be undertaken.Develop additional applicable innovative projects - during the programme there will be potential to develop innovative projects linked to work within the sheep genetics sphere.     This literature review being tendered links into the FSA Strategy 2022 – 2027. This strategy states that the FSA’s fundamental mission is food you can trust. The FSA will continue to protect consumers by ensuring that food is safe and is what it says it is. This proposed piece of work is part of a wider programme of work and will sit in the Chemical Hazards in Food and Feed research programme. This is one of the FSA’s Areas of research interest | Food Standards Agency (ARI) and sits under ‘Research priority two: chemical, radiological and food hypersensitivity risks–How will dietary and other consumer-driven shifts in the food system change chemical, radiological and allergen risk over the next 5 years and how can we better anticipate them?’. The main aim of the area of interest (ARI) is to provide evidence to support effective risk management decisions by ensuring the risk analysis process is informed by independent, science-led risk assessment and socio-economic analytical evidence. Research under this ARI, including surveys and other research projects, will provide FSA scientists and policymakers with current and reliable information on chemicals in food and feed. Lough Neagh in Northern Ireland is the largest freshwater lake in Ireland and Britain, measuring 400 square km. During the summer and autumn of 2023, 2024 and 2025, Lough Neagh has been affected by cyanobacterial blooms. Cyanobacterial blooms are expected to continue to occur in Lough Neagh, resulting in the presence of cyanobacterial toxins in fish and possible other foods. The types of toxins detected, and their concentrations, are expected to vary over time. The objectives of this literature review are to fill in the data gaps regarding occurrence and toxicity through food and feed of cyanobacterial toxins in fish and other foods arising from cyanobacterial blooms. This literature review will consider the toxins that are currently being tested for as part of the ongoing monitoring programme (free and total microcystins, anaxtoxins, cylindrospermopsins and saxitoxins) as well as any other potential toxins, including anabaenopeptins which have recently been detected in the water in Lough Neagh. This piece of work will also enable the FSA to ensure all relevant contemporary scientific evidence is taken into account during the completion of our risk assessments for food and feed. This literature review is required to consider the most up-to-date scientific literature of the occurrence and toxicity through food and feed of cyanobacterial toxins in fish and other foods. As a part of this review, it would be critical to determine the latest knowledge on the toxicity of these toxins and the levels of their occurrence, sites of occurrence and bioaccumulation in fish species relevant to those found in Lough Neagh as well unidentifiable peaks which may contain other toxins. Information about the accumulation of toxins from year to year in fish within the same water body that is affected by recurring algal blooms would be useful as well as insights as to how toxin levels may vary by the age or size of the fish. In addition, knowledge of their occurrence and/or combined toxicology in wildfowl, waterfowl and other food products, such as meat and milk from cows exposed by living on or around waterways affected by cyanobacterial blooms and/or consuming the blue green algae material would be beneficial. Information on the susceptibilities of various animal species such as zoo animal species which consume fish from Lough Neagh would be very useful. Information in relation to the seasonal patterns of blue green algae (i.e. when they are most potent) will further help to support and inform future sampling monitoring programmes. An understanding of what other countries are detecting in relation to cyanotoxins in fish or other foods and what action they are taking in relation to this would be beneficial. Other potential sources of contamination in these blue green algae affected waters and the extent to which cyanotoxins can accumulate in these sources such as sediments which when disturbed may release cyanotoxins in the water resulting in exposure by fish and other aquatic wildlife have not been considered previously and would be beneficial to be considered as part of this literature review. Once a literature review has been completed, the FSA and a scientific advisory committee (SAC), the Committee on Toxicology of Chemicals in Food, Consumer Products and the Environment (COT), will evaluate the data gathered and use it to inform future risk assessments and risk management and wider regulatory policy decisions and guidance.

The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council’s County Allocation Panel. This Service is part of Hampshire County Council’s Children’s Services Department’s continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children’s Team criteria has been met and/or an unmet social care need has been identified. The Services will have the following features: • provides a time limited or ongoing intervention for families, dependent on need • provides a range of different types of support to be available (e.g. domiciliary care, personal care, support in the community, overnight care etc.) • provides flexible levels of support to meet individual needs (some families may only need light touch, and some will need intensive) • provides support at both the times that is assessed as a need by the Social Worker and requested by families, for the time period required (e.g., one hour at the beginning and / or end of the day) • provides suitably trained, reliable, consistent workers; known to the child or young person, all of whom will have an Enhanced Disclosure and Barring Services (DBS) check, to ensure continuity and stability for families • delivers Excellent / Good care in accordance with Care Quality Commission guidance for providers of health and social care services for children and young people • identifies opportunities for the use of assistive care technologies and equipment to enable families to support their child independently in their own home or for the young person to access the community independently • can support a child or young person in their own homes whilst the parent or carer is not present • can support a child or young person in a residential home, foster home or their own home • can support the child or young person in their local communities The current Care Support for Children with a Disability Framework was developed by Hampshire County Council to address growing and evolving needs in social care, for children who require support in their home environment and to safeguard these children. The service is coming to the end of it's life span and is required to be retendered to ensure Hampshire may meet the needs of its eligible residents. The new framework will be an evolution from the current Framework and the Authority is looking is looking for contracts for services under the Framework to commence from 01/09/2026. This is a light touch contract as set out in section 9 of the Procurement Act 2023. As such the Council is establishing a Framework which will be open for new entrants across it's entire term. However, the Council reserves the right to temporarily pause the Framework for new entrants at any point. Any pause will be communicated through the Councils electronic tendering system. The Services will have the following features: • provides a time limited or ongoing intervention for families, dependent on need • provides a range of different types of support to be available (e.g. domiciliary care, personal care, support in the community, overnight care etc.) • provides flexible levels of support to meet individual needs (some families may only need light touch, and some will need intensive) • provides support at both the times that is assessed as a need by the Social Worker and requested by families, for the time period required (e.g., one hour at the beginning and / or end of the day) • provides suitably trained, reliable, consistent workers; known to the child or young person, all of whom will have an Enhanced Disclosure and Barring Services (DBS) check, to ensure continuity and stability for families • delivers Excellent / Good care in accordance with Care Quality Commission guidance for providers of health and social care services for children and young people • identifies opportunities for the use of assistive care technologies and equipment to enable families to support their child independently in their own home or for the young person to access the community independently • can support a child or young person in their own homes whilst the parent or carer is not present • can support a child or young person in a residential home, foster home or their own home • can support the child or young person in their local communities The current Care Support for Children with a Disability Framework was developed by Hampshire County Council to address growing and evolving needs in social care, for children who require support in their home environment and to safeguard these children. The service is coming to the end of it's life span and is required to be retendered to ensure Hampshire may meet the needs of its eligible residents. The new framework will be an evolution from the current Framework and the Authority is looking is looking for contracts for services under the Framework to commence from 01/09/2026. This is a light touch contract as set out in section 9 of the Procurement Act 2023. As such the Council is establishing a Framework which will be open for new entrants across it's entire term. However, the Council reserves the right to temporarily pause the Framework for new entrants at any point. Any pause will be communicated through the Councils electronic tendering system. The Timetable in section 4.1 relates to the initial application window. Once the Framework commences it will be reopened for new applications and suppliers will be able to apply at any point up until 3 months before the Framework expires.

    Hampshire County Council Children’s Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council’s County Allocation Panel. This Service is part of Hampshire County Council’s Children’s Services Department’s continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children’s Team criteria has been met and/or an unmet social care need has been identified.
