    Devon ICB are currently funding the Live Longer Better (LLB) contract alongside Torbay Council's Public Health team, which includes a citizen’s activation approach. Public Health have a three-year Service Level Agreement (SLA) (April 2025 – March 2028) currently in place to provide £35,000 per year contribution to this contract, with an element for Age Friendly work in Torbay. This funds 50% of a post holder, the other 50% being funded via the ICB contract. Upon receiving notice that Devon ICB would not continue funding this project into the new financial year (2026/27), Public Health identified that this would place the existing work programme and SLA at significant risk. To safeguard delivery, a decision was made for Public Health to fully fund the Live Longer Better (LLB) contract. This contract underpins healthy ageing initiatives across Torbay and contributes to reducing demand on adult social care, housing, and health services. Following a recent Expression of Interest (EOI) process, it was considered that procuring the other LLB service elements would provide little creativity or financial return for the awarded supplier and would require the Council’s Public Health staff resource to develop and embed. In essence, the procurement process would not benefit a new supplier or the Council at this time, and would instead stunt the service delivery to residents accessing the current LLB, which is currently well received. Therefore, internal approval was granted to reduce the SLA by 12 months, and direct award the remaining contract elements to the incumbent provider in the short term, with both to end in March 2027. This would enable time for a full procurement for Live Longer Better and the resultant integrated contract for all components, which will be awarded for a start date of 01/04/2027..

The Services will have the following features: • provides a time limited or ongoing intervention for families, dependent on need • provides a range of different types of support to be available (e.g. domiciliary care, personal care, support in the community, overnight care etc.) • provides flexible levels of support to meet individual needs (some families may only need light touch, and some will need intensive) • provides support at both the times that is assessed as a need by the Social Worker and requested by families, for the time period required (e.g., one hour at the beginning and / or end of the day) • provides suitably trained, reliable, consistent workers; known to the child or young person, all of whom will have an Enhanced Disclosure and Barring Services (DBS) check, to ensure continuity and stability for families • delivers Excellent / Good care in accordance with Care Quality Commission guidance for providers of health and social care services for children and young people • identifies opportunities for the use of assistive care technologies and equipment to enable families to support their child independently in their own home or for the young person to access the community independently • can support a child or young person in their own homes whilst the parent or carer is not present • can support a child or young person in a residential home, foster home or their own home • can support the child or young person in their local communities The current Care Support for Children with a Disability Framework was developed by Hampshire County Council to address growing and evolving needs in social care, for children who require support in their home environment and to safeguard these children. The service is coming to the end of it's life span and is required to be retendered to ensure Hampshire may meet the needs of its eligible residents. The new framework will be an evolution from the current Framework and the Authority is looking is looking for contracts for services under the Framework to commence from 01/09/2026. This is a light touch contract as set out in section 9 of the Procurement Act 2023. As such the Council is establishing a Framework which will be open for new entrants across it's entire term. However, the Council reserves the right to temporarily pause the Framework for new entrants at any point. Any pause will be communicated through the Councils electronic tendering system. The Timetable in section 4.1 relates to the initial application window. Once the Framework commences it will be reopened for new applications and suppliers will be able to apply at any point up until 3 months before the Framework expires.

    Lot 1 - Catering Services and Lot 2 - Cleaning Services Tanfield School is currently out to tender for the provision of a full daily catering and cleaning service. The school is a secondary academy based in Tanfield and part of Eden Learning Trust. The contract is being offered for three years with the option to extend for a further two periods of 12 months. The contract commencement date is: Catering - 05 April 2026 Cleaning - 31 May 2026 Lot 1 - Catering Services The services at the school are outsourced. The Contractor will be responsible for the provision of a full school food catering service for the pupils and staff at the school. This will consist of morning breaks and full lunch service for each school day. The catering facilities at the school include 2 dining halls both with servery’s and take place over two sittings. Across the school there are currently 692 pupils on roll for the academic year 2024/25. Of this figure, 235 pupils are entitled to Free School Meals. TUPE is expected to apply, details of which can be found in the tender documentation. No members of the catering team are part of the Local Government Pension Scheme. The school is keen to further increase uptake and continue the good work already in place for catering. It wishes to do so by working closely with the successful contractor in developing and continuously improving the service and partnership during the period of the contract and by introducing innovative and creative ideas as submitted in the tender process and ongoing. The school is aware that there are always opportunities to improve and modernise. They are interested in ensuring that the caterers provide the best possible service, introducing new menu ideas and initiatives so that pupils are all eating and utilising the service regularly. Lot 2 - Cleaning Services The contract is for a full daily cleaning service during term time and periodic cleaning outside of term time. TUPE is expected to apply, details of which can be found in the tender documentation. One member of the cleaning team is a member of the Local Government Pension Scheme, and all details are in the tender documentation.

The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council’s County Allocation Panel. This Service is part of Hampshire County Council’s Children’s Services Department’s continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children’s Team criteria has been met and/or an unmet social care need has been identified.     Hampshire County Council Children’s Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council’s County Allocation Panel. This Service is part of Hampshire County Council’s Children’s Services Department’s continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children’s Team criteria has been met and/or an unmet social care need has been identified. The Services will have the following features: • provides a time limited or ongoing intervention for families, dependent on need • provides a range of different types of support to be available (e.g. domiciliary care, personal care, support in the community, overnight care etc.) • provides flexible levels of support to meet individual needs (some families may only need light touch, and some will need intensive) • provides support at both the times that is assessed as a need by the Social Worker and requested by families, for the time period required (e.g., one hour at the beginning and / or end of the day) • provides suitably trained, reliable, consistent workers; known to the child or young person, all of whom will have an Enhanced Disclosure and Barring Services (DBS) check, to ensure continuity and stability for families • delivers Excellent / Good care in accordance with Care Quality Commission guidance for providers of health and social care services for children and young people • identifies opportunities for the use of assistive care technologies and equipment to enable families to support their child independently in their own home or for the young person to access the community independently • can support a child or young person in their own homes whilst the parent or carer is not present • can support a child or young person in a residential home, foster home or their own home • can support the child or young person in their local communities The current Care Support for Children with a Disability Framework was developed by Hampshire County Council to address growing and evolving needs in social care, for children who require support in their home environment and to safeguard these children. The service is coming to the end of it's life span and is required to be retendered to ensure Hampshire may meet the needs of its eligible residents. The new framework will be an evolution from the current Framework and the Authority is looking is looking for contracts for services under the Framework to commence from 01/09/2026. This is a light touch contract as set out in section 9 of the Procurement Act 2023. As such the Council is establishing a Framework which will be open for new entrants across it's entire term. However, the Council reserves the right to temporarily pause the Framework for new entrants at any point. Any pause will be communicated through the Councils electronic tendering system. The Timetable in section 4.1 relates to the initial application window. Once the Framework commences it will be reopened for new applications and suppliers will be able to apply at any point up until 3 months before the Framework expires.
