    Southend-on-Sea City Council is looking to appoint a suitable Supplier to supply, install and maintain intelligent transport systems and associated equipment including traffic signals, Variable Message Signs, RGB Signs, School Warning Signs, Car Park Guidance Signs, Car Park Count controllers and Vehicle Speed Activated Signs. All equipment is within the City of Southend and the Council will provide the Supplier with access to an asset management system where all faults and issues will be logged. The Supplier will be required to interrogate the Council's system on a daily basis to pick up faults, attend to rectify faults and then update the Council's system to confirm that the fault has been rectified. The Council will provide free login access for the Supplier to the Council's remote monitoring system Car Park Guidance and VMS signs and urban traffic control system. The Council currently uses Swarco RMS for remote monitoring of Traffic Signals, Swarco Zephyr for the car park guidance and Yunex UTC for urban traffic control. The Client will replace the Swarco RMS and Swarco Zephyr systems with Swarco My City (anticipated to be after the commencement of this contract). The Supplier will also be required to undertake annual inspections and internal cleaning of equipment. The Supplier will also be required to supply and install new equipment. This will vary throughout the life of the contract due to the level of funding available and/or external grant money becoming available.

Each campaign has distinct objectives - ranging from raising awareness to driving direct action - which is why we need an agency with proven expertise in creating impactful campaigns across multiple areas. As custodians of our brand, we require agencies to operate with the highest standards of integrity, transparency, and accountability. We expect full alignment with our values, including compliance with all regulatory requirements, transparent fee structures, responsible data usage, and proactive risk management. Briefs, wherever possible, should be acknowledged within two working hours, and full reporting - including outdoor site proof of display -should be provided within one week of campaign completion. It means a combined authority, an integrated care board, a local authority in England, NHS England, an NHS foundation trust or an NHS trust established under section 25 of the National Health Service Act 2006, a county council or county borough council in Wales, a local health board established under section 11 of the National Health Service (Wales) Act 2006, a National Health Service trust established under section 18 of the National Health Service (Wales) Act 2006, or a special health authority established under section 22 of the National Health Service (Wales) Act 2006. For the avoidance of doubt, any successor bodies of any of the above entities shall be entitled to place Orders and shall be deemed Relevant Authorities for the purposes of this Framework. Demand for autism and ADHD assessment and diagnosis services has increased significantly in recent years, with waiting lists in some areas now years long. In order to address this backlog, many NHS organisations are outsourcing portions of this service to increase capacity, either on a short- or long-term basis. This Framework Agreement will provide a quick and compliant route to contract for these services. The overall aim of the Framework Agreement is to provide an assessment and diagnosis service for autism, ADHD and/or combined autism and ADHD for both adult and paediatric patients. For patients on the ADHD or combined pathway this may also include medication prescribing, titration and review.
