    description
The Authority has owned the Warslow Moors Estate (1902 Ha) since 1986 and aims to conserve its natural beauty, wildlife and cultural heritage. Large areas of the Estate cover Leek Moors Site of Special Scientific Interest, Peak District Moors (South Pennine Moors Phase 1) Special Protection Area and the South Pennine Moors Special Area of Conservation (See Appendix 2 of the Invitation to Tender for designations in respect of project area). Of particular relevance to the Estate's work are the wading bird populations that the Leek Moors support. Population numbers of Eurasian Curlew, Common Snipe and Lapwing were on a severe decline towards what were considered to be a dangerous level. A previous Wader Recovery Project and subsequent predator control has addressed this decline and together with a habitat restoration programme the number of breeding waders is in recovery. Previous predator control has aided the establishment of core breeding wader hotspot areas. The estate seeks to continue this work and continue the sustainable restoration of wader populations. Project Aim • To protect the breeding waders in the defined hotspot area through an agreed predator control programme between the 1st January and 30th June of each year of the contract on the terms set out in this Invitation to Tender ("the Services"). • The defined hot spot area for this project centres upon the Authority's land mapped at Appendix 1 of the Invitation to Tender and referred to as the Breeding Wader Priority Protection Area ("BWPPA") along with any privately owned land situated adjacent or within close proximity, exhibiting suitable breeding wader habitat (c.400ha) (subject to consent). Project Objectives • Reduce predation pressure on breeding populations of: Eurasian Curlew, Common Snipe and Lapwing. • Implement effective, humane and compliant control of key predator species including: Fox, Carrion Crow, Magpie, Stoat, Weasel and Mink. • Maintain full compliance with wildlife, firearms and Health & Safety legislation. • Maintain accurate records of predator control activities and breeding wader numbers. • Work collaboratively with Estate staff, including the estate manager notified to the successful contractor (the Estate Manager), tenants, partners and stakeholders. Project Outcomes (3-year plus 2 years at option of Authority) • A reduction in seasonal predator activity within the Project Area. • Stable or increasing breeding territories and improved fledgling success. • Full legal compliance and professional delivery. • Complete, auditable predator control, and associated wader monitoring records, submitted to the Authority. • Evidence-based recommendations to improve future delivery. Project Area The core area of Service provision consists of: • BWPPA and • Suitable breeding habitat on private land which lies within close proximity or adjacent to the BWPPA (subject to consent). However, it is expected that a holistic predator management approach be adopted by the Contractor in respect of the predator control programme (to be agreed with the Authority), to help support the achievement of the Project Aims and Objectives. This approach envisages associated predator control activity taking place on wider Authority-owned land linked to the BWPPA, i.e. Lum Edge and Swallow Moss which lie immediately to the North West (see Location Plan included at Appendix 1 of the Invitation to Tender). Together the "Project Area" (c.500ha).

GL Wand is a system used by the Corporate and Joint Finance Department for the reconciliation of accounts. The software licences can only be supplied by the current provider, as they are the sole supplier of GL Wand licences, maintenance, and support services. The annual maintenance and support contract for GL Wand has recently been renewed for a further 12 months at a cost of £21,014.58. It is anticipated that the costs for Years 2 and 3 will be broadly similar, subject to any agreed annual inflationary increases. A three-year contract is therefore proposed to ensure continuity of service, system support, and compliance with procurement requirements.

This tender includes 2 lots. Lot 1 - Perinatal Mental Health Peer Support Service Lot 2 - Perinatal Mental Health - Dads and Male Caregivers Peer Support Lot 1 - Perinatal Mental Health Peer Support Service Sheffield City Council, as part of the national Best Start in Life and Healthy Babies Programme (formerly Start for Life), is recommissioning a perinatal mental health peer support service to provide early, accessible, and relationship based support for parents experiencing mild to moderate mental health difficulties [1]. This includes anxiety, low mood, stress, and supporting healthy parent–infant relationships. The need for strengthened peer based emotional wellbeing support has been consistently highlighted by parents and carers, including through the Sheffield Early Years consultation (2023) and subsequent engagement activity undertaken more recently. This has been running for 3 years and the aim is to build on, develop, improve and evolve what has already been implemented. Lot 2 - Perinatal Mental Health - Dads and Male Caregivers Peer Support Sheffield City Council, as part of the national Best Start in Life and Healthy Babies Programme (formerly Start for Life), is recommissioning a Perinatal Mental Health (PNMH) Peer Support Programme for Dads and Male Caregivers. This recommissioning builds on three years of delivery and responds directly to needs identified through the 2023 Early Years Start for Life Consultation, where fathers and partners highlighted gaps in support during the perinatal period. The aim of this programme is to help all new and expectant dads and male caregivers make the transition to parenthood as smooth as possible, with a strong emphasis on: • sensitive and attuned caregiving • positive early parent–infant relationships • good mental wellbeing for babies and their families

UK6 - Contract Award Notice - Wrexham County Borough Council (WCBC) has statutory responsibilities to safeguard, support and promote the wellbeing of adults, children, young people and families, in line with relevant legislation and guidance. This includes ensuring the continuity and resilience of frontline services in situations where urgent staffing support is required. WCBC invited tenders from suitably experienced, qualified and regulated agencies for the provision of emergency staff support to assist both Adult Social Care and Children and Family Services at short notice. This support may be required to respond to unexpected service pressures, unplanned absences, increased demand, or critical incidents. The framework will enable the Council to rapidly access appropriately skilled and competent staff to meet essential service delivery needs. In emergency situations, requests for staff support may be required at less than 24 hours’ notice, including outside of standard working hours. Appointed providers must demonstrate their ability to supply suitably trained, vetted and experienced staff within agreed timescales, and in full compliance with safeguarding duties, regulatory standards, employment legislation, and relevant professional requirements for working with adults and/or children. The framework will cover the provision of emergency social care and support staff to assist Adult Social Care and Children’s Services within Wrexham County Borough Council. On occasion, staff may also be required to work outside of the county where this supports statutory duties or continuity of care. Staff supplied under this framework may be required to work across a range of service areas, including but not limited to: Emergency Duty Team (EDT) Provision of urgent, out-of-hours cover for adults and children during evenings, weekends and bank holidays, including responding to safeguarding concerns, crisis situations and statutory duties. -Children and Young People’s Services (CYP) Daytime and emergency social care support, including child protection activity, care and support planning, family intervention, and rapid deployment of staff to maintain safe care arrangements during periods of increased demand or unplanned absence. Adult Social Care Services Emergency and short notice support across adult services, including safeguarding, hospital discharge support, crisis intervention, and continuity of care for adults with care and support needs. Residential and Supported Living Settings Emergency staffing provision within children’s residential homes and adult residential or supported living settings operating on a 24/7 basis, where immediate cover is required to maintain safe staffing levels or respond to unplanned situations. Family and Community Support Services Practical and emotional support delivered in the home or community to stabilise families, support carers, prevent escalation of needs, and assist adults, children and young people with additional or complex needs.
