Mutualisation of the Royal Bank of Scotland Bill

This bill would transfer ownership of the Royal Bank of Scotland from the government (which rescued it during the 2008 financial crisis) to a mutual organisation owned by its customers and staff. Instead of being run for profit, a mutual bank is run for the benefit of its members.
