Planning (Agent of Change) Bill

This bill changes planning rules so that when a new business opens near homes or quiet areas, the business owner (not the residents) must pay for noise protection or other measures to reduce disruption. The idea is to make businesses responsible for the problems they create, rather than expecting residents to deal with the noise and disturbance.
