    Plymouth City Council (PCC) was seeking a Development Partner (DP) to develop and deliver a heat network(s) in the Plymouth's South Coast and Derriford areas. Initially, the Development Partner will be responsible for design and commercialisation of the proposed heat network, up to an approval gateway. The DP will be required to meet minimum mandatory requirements for the proposed heat network, set out in the Development Agreement. If approval is granted the delivery stage will commence. The DP will use a special purpose vehicle in which Plymouth City Council will hold a "golden share" PCC has undertaken commercialisation work in relation to an initial phase of a heat network in Plymouth's South Coast area, which identified a viable commercial scheme using a significant waste heat source (South West Water Central Plant). A number of public and private sector entities, such as the University of Plymouth, Arts University Plymouth, Devon & Cornwall Police, Plymouth City Council, National Marine Aquarium, Theatre Royal and Plymouth Community Homes are interested in being connected to the heat network to meet their Net Zero ambitions, other parties may be join the scheme in future. The Plymouth South Coast and Derriford areas have been identified through the Department of Energy Security and Net Zero's heat network zoning pilot, as being suitable for low-carbon heat networks. Exclusive rights to develop heat networks in these areas will be subject to the outcome of future Zoning Regulations. Plymouth City Council have secured government Green Heat Network Fund grant towards the new heat network costs, including commercialisation and construction costs. The remaining development and delivery funding will be provided by the appointed Development Partner.

    The General Construction Works Framework has been let on a 3 (three) year term with options to extend for a further 4 (four) years in 12 (twelve) month increments, resulting in a maximum framework term of seven (7) years. Excavation, Backfill and reinstatement activities. • CIS / Comms / Public address systems. • HVAC • Signage, shelters and other associated station infrastructure activities. • Vegetation / Landscaping • Underground Station / Sub-Surface Fire Requirements MEL have split the lots by value into three lots and restricted Lot 1 to SMEs only. The Lots are: • Lot 1 - £100,000 - £1.5 Million • Lot 2 - £1.2 Million - £3 Million • Lot 3 - Over £2.5 Million The overall objectives of the framework are: • Enhance safety standards on all construction projects undertaken; • Provide sustainability and environmental responsibility; • Deliver best value across all stages of delivery; • Increased Client and Customer satisfaction; • Quality Assurance and compliance to MEL and Network Rail Standards; • Effective risk management; • Regulatory compliance; • Promote innovation and technology integration; • Community engagement; • Ensure the supplier competencies are maintained throughout the lifecycle of the Framework; • Provide an efficient means of engaging the supply chain to ensure projects have minimal procurement delays and enables delivery on time; • Contract with multiple Suppliers who can meet the requirements as set out in the relevant Lots to drive best value through competition; and • Suppliers have already been vetted and therefore the process of tendering or direct awarding construction works is more efficient with assurance of suitability and compliance. The new framework allows for direct award options (up to current and future threshold values), quotes and mini competitions. The framework will be let as a zero-value contract, allowing for a large range of works to be covered under this contract to promote best value.

We aspire to develop the Barbican bars to reflect the iconic nature of the Barbican Centre, and also to reflect the organisation’s credentials as a centre for bold and creative ideas. Our drinks should represent good value for money at sensible price points. The competition will be separated into three different requirements: • Lot 1 – Supply of pre-packaged drinks including spirits, soft drinks, beers and ciders (excluding wines) • Lot 2 – Supply of Wines • Lot 3 – Supply of Draught Beer The duration of the contract for Lot 1 & 2 is 2 years, subject to the right of the City (at its sole discretion) to exercise its right to extend the Contract by up to 2 years. The maximum length of the contract is therefore 4 years. The duration of the contract for Lot 3 is 4 years and no extensions available. The maximum length of the contract is 4 years.
