- The project will build a healthcare led energy safeguarding network across the GDN areas, delivered in partnership with National Energy Action in England and Wales and Energy Action Scotland in Scotland. It will focus on identifying, training and supporting health care organisations so they can confidently and sustainably help local households in, or at risk of, an energy crisis. Delivery will continue through a nationally coordinated model, with NEA leading delivery while continuing to work with local partners to collectively provide frontline support, underpinned by strengthened quality assurance, evaluation and learning. The activities involved in delivering this project collectively represent thousands of additional touchpoints that extend the project's impact beyond individual casework, into whole communities and professional systems. This package of support will ultimately improve safety, address affordability and wellbeing for vulnerable households, while strengthening local systems and reducing duplication across VCMA portfolios.
WHHF addresses gaps in service provisions by embedding fuel poverty and energy vulnerability within health and social care pathways, enabling trusted professionals to identify risk and connect households to
practical support before harm occurs. Evidence from NEA's Impact Report shows that in 2024 to 2025 professional extended reach to an estimated 3.85 million people, based on 6,783 individual professionals trained. This demonstrates the significant multiplier effect of professional training and its contribution to population-level prevention.
The programme objectives are to:
• Support customers in vulnerable situations to remain warm, safe and healthy at home
• Reduce the risk of carbon monoxide harm
• Improve household financial resilience through income maximisation
• Strengthen professional capability across health and community services
• Embed energy safeguarding within local health systems
• Deliver measurable social value and positive SROI
Working with all GDNs, NEA, EAS and their contract partners will support those living in or at risk of fuel poverty, by delivering the following services:
• Energy casework
• Benefits advice
• Benefit claim support
• Referrals into GDN for the servicing, repair and replacement of essential gas appliances
• CO alarms
• Community energy efficiency training
• Community CO awareness training
• Frontline worker training
Delivery is tailored within each participating GDN network area, reflecting existing VCMA portfolios, NHS and voluntary sector partnerships, and local deprivation and health inequality data.

Nations and Regions Investments Limited (NRIL) is a wholly owned subsidiary of the British Business Bank that manages a number of investment schemes for the Department for Business and Trade (DBT), including the proposed South East Investment Fund (SEIF) and East of England Investment Fund (EEIF). NRIL is the Contracting Authority for this procurement.
In the 2025 Spending Review, the Government announced an extension of the Nations and Regions Investment Funds (NRIF) programme to include £350m to be made available for the South East and the East of England regions. The funds are to be allocated according to the following split:
- £210m for the South East Investment Fund (SEIF)
- £140m for the East of England Investment Fund (EEIF)
Within each region the funding will be split into two sub-funds: one for Equity (approximately 60% - offering early stage and later stage equity investments up to £5m); and one for Debt (approximately 40% - offering business loans of between £25,000 and £2m). A proportion of each fund will be held back (“Investor Reserve”) and may be added as additional funding (“Additional Allocation”) depending on circumstances and particular factors. Tenderers are expected to have some regional experience and a track record of funding viable Small and Medium Enterprises (SMEs) that are looking to grow. Tenderers should be aligned to the Programme Objectives, that the funds will:
- increase the supply and diversity of early-stage finance for UK smaller businesses, providing funds to firms that might otherwise not receive investment and helping to reduce disparities in access to finance;
- be run in a commercially sustainable way to promote a shift away from an expectation of public sector grants towards a culture of borrowing and investing for growth;
- drive sustainable economic growth through supporting new and growing businesses across the UK with an inclusive approach to all eligible sectors;
- have a demonstrable presence across the relevant geographical area linking up the finance community to increase reach and create an impact beyond the funds, helping to boost productivity, innovation and jobs;
- align with the Bank’s commitments to net zero by 2050 and promoting diversity, equity and inclusion in the distribution of finance.
It is expected that NRIL will begin making investment commitments to the SEIF and EEIF Fund Managers in Summer 2026. The duration of the Contract Services will be:
- Investment Period: The first 5 years of the fund during which the Fund can make new investments. This period can be extended by up to two years at the sole discretion of NRIL.
- Realisation: the period beginning immediately after the Investment Period and ending on the date which is 5 years after the end of the Investment Period (which will include the ability of the SEIF and EEIF Fund Managers to make follow-on investments in portfolio businesses). This period can be extended by up to two years at the sole discretion of NRIL.

- Plymouth City Council (PCC) was seeking a Development Partner (DP) to develop and deliver a heat network(s) in the Plymouth's South Coast and Derriford areas. Initially, the Development Partner will be responsible for design and commercialisation of the proposed heat network, up to an approval gateway. The DP will be required to meet minimum mandatory requirements for the proposed heat network, set out in the Development Agreement. If approval is granted the delivery stage will commence. The DP will use a special purpose vehicle in which Plymouth City Council will hold a "golden share"
PCC has undertaken commercialisation work in relation to an initial phase of a heat network in Plymouth's South Coast area, which identified a viable commercial scheme using a significant waste heat source (South West Water Central Plant). A number of public and private sector entities, such as the University of Plymouth, Arts University Plymouth, Devon & Cornwall Police, Plymouth City Council, National Marine Aquarium, Theatre Royal and Plymouth Community Homes are interested in being connected to the heat network to meet their Net Zero ambitions, other parties may be join the scheme in future.
The Plymouth South Coast and Derriford areas have been identified through the Department of Energy Security and Net Zero's heat network zoning pilot, as being suitable for low-carbon heat networks. Exclusive rights to develop heat networks in these areas will be subject to the outcome of future Zoning Regulations.
Plymouth City Council have secured government Green Heat Network Fund grant towards the new heat network costs, including commercialisation and construction costs. The remaining development and delivery funding will be provided by the appointed Development Partner.

- The British Business Bank (the Bank) is a government-owned economic development bank that makes finance markets for smaller businesses work more effectively. In doing so, we help capture the economic value of innovation for the UK and create jobs and prosperity for people across the country. The Bank designs programmes that provide funds and guarantees to private sector partners, enabling them to finance a greater number of smaller businesses, either through debt or equity. It uses economic evidence so that its programmes address market failures affecting smaller businesses across the economy. It also works to improve smaller businesses’ awareness of the finance options available to them.
Nations and Regions Investments Limited (NRIL) is a wholly owned subsidiary of the British Business Bank that manages a number of investment schemes for the Department for Business and Trade (DBT), including the proposed South East Investment Fund (SEIF) and East of England Investment Fund (EEIF). NRIL is the Contracting Authority for this procurement.
In the 2025 Spending Review, the Government announced an extension of the Nations and Regions Investment Funds (NRIF) programme to include £350m to be made available for the South East and the East of England regions. The funds are to be allocated according to the following split:
- £210m for the South East Investment Fund (SEIF)
- £140m for the East of England Investment Fund (EEIF)
Within each region the funding will be split into two sub-funds: one for Equity (approximately 60% - offering early stage and later stage equity investments up to £5m); and one for Debt (approximately 40% - offering business loans of between £25,000 and £2m). A proportion of each fund will be held back (“Investor Reserve”) and may be added as additional funding (“Additional Allocation”) depending on circumstances and particular factors. Tenderers are expected to have some regional experience and a track record of funding viable Small and Medium Enterprises (SMEs) that are looking to grow. Tenderers should be aligned to the Programme Objectives, that the funds will:
- increase the supply and diversity of early-stage finance for UK smaller businesses, providing funds to firms that might otherwise not receive investment and helping to reduce disparities in access to finance;
- be run in a commercially sustainable way to promote a shift away from an expectation of public sector grants towards a culture of borrowing and investing for growth;
- drive sustainable economic growth through supporting new and growing businesses across the UK with an inclusive approach to all eligible sectors;
- have a demonstrable presence across the relevant geographical area linking up the finance community to increase reach and create an impact beyond the funds, helping to boost productivity, innovation and jobs;
- align with the Bank’s commitments to net zero by 2050 and promoting diversity, equity and inclusion in the distribution of finance.
It is expected that NRIL will begin making investment commitments to the SEIF and EEIF Fund Managers in Summer 2026. The duration of the Contract Services will be:
- Investment Period: The first 5 years of the fund during which the Fund can make new investments. This period can be extended by up to two years at the sole discretion of NRIL.
- Realisation: the period beginning immediately after the Investment Period and ending on the date which is 5 years after the end of the Investment Period (which will include the ability of the SEIF and EEIF Fund Managers to make follow-on investments in portfolio businesses). This period can be extended by up to two years at the sole discretion of NRIL.
