Type: Goods and Services Volume of goods, services or works: 6 world licences, 1 area licence. Value of goods, services or works: £166,666.66 CPV: 48218000 - License management software package The Authority has awarded a below threshold Defence and Security contract to Cunning Running Software Limited for the provision of a Force Protection Planning Tool. The contract is for two years with a one year option period. The Force Protection Planning Tool supports the Ministry of Defence in assessing, planning, and managing physical security, threat intelligence and force protection operations in deployed and domestic environments. It enables effective joint, combined, and inter-agency military operations contributing directly to operational capability readiness safety and security. The contract is for the provision of sensitive goods and services for wholly military purposes, inclusive of software, hardware and training, that directly supports the operational capability, effectiveness, readiness for action, safety and security of the armed forces. The direct award of this contract has been made in accordance with Schedule 5 paragraph 7 of the Procurement Act 2023 which permits direct award where a change in supplier would result in the Authority receiving goods that are different from, or incompatible with, existing goods, and the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance. The Force Protection Planning Tool is supplied directly by Cunning Running Software Limited and is embedded with existing force protection processes. A change in supplier would result in the introduction of materially different goods and services to those currently provided, requiring extensive retraining of personnel deployed globally, impacting live operations where system continuity and security is pivotal. A change to the goods and services increases the risk of inaccurate threat and vulnerability assessment, affecting the operational capability, effectiveness, readiness for action, safety and security of the armed forces.

    description
The DE&S CV2 Portfolio team part of the Secretary State for Defence (the Authority”) intends to award a contract to General Dynamics United Kingdom Limited for the provision of Connectivity Assurance Testing for a period of three (3) years (2+1 option year). The estimated total contract value is £3million incl VAT As a background information, AJAX vehicle deliveries started in December 2018 and as a part of the Joint Acceptance Group, all vehicles undertaken by the Authority there is a requirement for the conduct of Connectivity Assurance Test (CAT) for the platform communications installation including the GFE BOWMAN equipment supplied by the Authority. The requirement is currently delivered under Contract No 700009869 and will expire in March 2026. Due to the Ajax Vehicle Production schedule being extended to 2028, the CAT scope of work needs to mirror the schedule until all vehicles are produced and assured with CAT as such the need to award a contract. In accordance with Section 2 of the Procurement Act 2023 this procurement is governed by the Procurement Act 2023. It is considered that this contract can be awarded under Section 41 of the Procurement Act 2023 because the direct award justification specified in paragraph 6 of Schedule 5 applies, in that, due to an absence of competition for technical reasons, only General Dynamics United Kingdom Limited has the only suitably trained and qualified personnel to carry out CAT along with access and ownership of specialist testing equipment to assure and certify the BOWMAN equipment to In-service readiness. They also hold the necessary security accreditations, clearances, and sovereign capability to perform this work within UK Defence standards. Due to interoperability and capability risks there are no reasonable alternatives available.

The OE will provide essential independent assurance to the Intelligent Customer and Intelligent Client for the Small Modular Reactor project. This will support the deployment of first-of-a-kind nuclear technology in the UK and facilitate GBE-N's goal of reaching a Final Investment Decision. In particular, the OE will act as a 'client friend' to the Intelligent Customer and Intelligent Client and provide competent resource to undertake specification, oversight, audit, review and advice for decisions relating to design, scope, budget, risk, delivery and contract compliance. It will also play the role of subject matter expert to deliver independent technical and delivery Line of Defence 2 assurance on major design and build contracts. The maximum total contract value is £300m. However, it is not possible to predict an exact outturn value at this stage due to the length of the contract and inherent uncertainties in scope, which drive variability in the volume of work instructed. In addition, progression through design stages and associated milestones or gates will determine the timing and extent of services required, potentially influencing the overall contract value over time. As envisaged in the tender notice, the duration of the OE contract will depend on matters agreed with the SMR Technology Partner. The current assumption remains that the OE contract will have a 14-year term, but a completion date will be set during the term of the contract in accordance with its terms and to reflect the term of the SMR Technology Partner contract.

In October 2023, the Liverpool City Region Mayor made a Franchising Scheme covering the Liverpool City Region. Franchising is to be introduced over a number of tranches of procurement.
