Description of the procurement: The below provides a brief illustration of the current provision and operational delivery of the nursery and childcare sites. Please note this is an illustration and detail can be subject to change. There will be scope to work with each station to adapt the operational delivery and outputs of the setting to meet the needs of service families and the station’s statement of requirements. RAF Cranwell The nursery operates out of a purpose-built nursery that is located inside of the wire at RAF Cranwell, Sleaford NG34 8HB. The nursery is currently open Mon – Fri from 07.30 – 18.00 for 51 days of the year providing up to 76 places for children aged 0-5 years, including an offer of full, half day and sessional options to meet the needs of service families living and working at RAF Cranwell. There are currently 92 children under 5 on roll at the nursery. Wraparound childcare and holiday provision for up to 40 places is also offered to children aged 4 – 11 years at other sites within close proximity to the nursery. There are 35 staff employed to work with the children. The nursery provides funded early education for children aged 9months+. RAF Marham The nursery and childcare provision operates out of a purpose built-building facility that is located outside the wire at RAF Marham. The setting is currently open 0700 – 1800 and operates all year round providing up to 186 places at any one time for children aged 0 – 11 years including an offer of full days, part time, sessional and wraparound childcare options to meet the needs of service families. There are 44 staff employed to work with the children. The setting provides funded early education for children aged 9 months+.

    Provider Selection Regime (PSR) Intention to Award Notice Contracting Authority - Wirral Council Service - 0-19 Healthy Child Programme CPV Code - 85100000-0 Health Services Provider Selection Regime Compliance This is a Provider Selection Regime (PSR) Intention to Award Notice. The award of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The Contracting Authority intends to award the contract using Direct Award Process C, having determined that the existing provider is satisfying the current contract and is likely to satisfy the proposed contract to a sufficient standard having regard to the key criteria and basic selection criteria set out in the Regulations. This notice serves as an intention to award only. The contract has not yet been formally awarded. Service Overview The Healthy Child Programme is an evidence-based universal public health programme available to all children and young people. Local authorities are responsible for ensuring that every child and young person up to the age of 19 years, and up to 25 years for young people with SEND where applicable, has access to the programme. The programme aims to provide children with the best possible start in life through prevention, early intervention, health improvement and tailored support. Its universal reach enables early identification of need, helping to reduce inequalities and improve outcomes for children, young people and families. Standstill Period The standstill period will commence on Wednesday 29th July 2026 and will end at midnight on Friday 7th August 2026. (8 working days). Representations from providers regarding the proposed award must be submitted to the decision-makers before the end of the standstill period. Representations Providers wishing to make representations concerning the proposed contract award should submit these in writing to procurementpeople@wirral.gov.uk by no later than 7th August 2026. Assessment Against Key Criteria The Contracting Authority considered the following key criteria in reaching its decision: Quality and Innovation - 35% Value - 15% Integration, Collaboration and Service Sustainability - 25% Improving Access, Reducing Health Inequalities and Facilitating Choice - 15% Social Value - 10% The Authority is satisfied that the incumbent provider continues to meet the requirements of the service and remains capable of delivering the proposed contract to a sufficient standard Award Decision-Makers The following individuals participated in, the award decision: • Julie Graham, Public Health Principal • Jane Harvey, Public Health Consultant • Dave Bradburn, Director of Public Health (the decision maker) Conflicts of Interest In accordance with the Provider Selection Regime and the Council's governance arrangements, all individuals involved in the consideration, assessment and award decision were required to declare any actual, potential or perceived conflicts of interest. No actual, potential or perceived conflicts of interest were declared by any individual involved in the decision-making process. Consequently, no conflict management or mitigation measures were required, and the award decision was reached objectively, transparently, and in accordance with the requirements of the Health Care Services (Provider Selection Regime) Regulations 2023. Justification for Service Specification The Authority has reviewed the proposed service specification and confirms that: • There are no material changes to the scope, nature, or delivery model of the current service. • Amendments incorporated within the revised specification reflect updates arising from the revised Healthy Child Programme guidance issued during 2026. • The updates provide additional clarity and transparency regarding existing service requirements and expectations and do not fundamentally alter service delivery. • The proposed contract therefore represents a continuation of the existing service model rather than the introduction of a materially different service requirement. Justification for Direct Award Process C The Contracting Authority has determined that Direct Award Process C is the appropriate procurement route for this service. The 0-19 Healthy Child Programme is a statutory public health service delivered to all children and young people aged 0-19 years (and up to 25 years for young people with Special Educational Needs and Disabilities where applicable). Continuity, integration and established partnership working are critical to achieving the required public health outcomes. The current provider, Wirral Community Health and Care NHS Foundation Trust (WCHCT), whose principal place of business is at St Catherine's Health Centre, Derby Road, Birkenhead, CH42 0LQ has demonstrated that it is satisfactorily delivering the existing contract and is likely to satisfy the requirements of the proposed contract to a sufficient standard. In reaching this conclusion, the Authority has considered that the provider: • Has a proven and established track record of delivering the Healthy Child Programme in accordance with national and local requirements. • Demonstrates the required capability, capacity, workforce expertise and infrastructure to continue delivering high-quality services. • Maintains well-established and effective integration with local health, education, safeguarding, early help and wider community services. • Supports continuity of care and trusted relationships with children, young people and families. • Contributes to service sustainability and system-wide collaboration across Cheshire and Merseyside. • Possesses significant specialist expertise through delivery of Healthy Child Programmes across the wider region. The Authority also notes that there is a limited provider market with the capability and infrastructure necessary to deliver this specialist public health service at the required scale and quality. Furthermore, the existing contractual and system arrangements support effective integrated delivery through an NHS provider model. Compliance with PSR Requirements The Authority has undertaken a robust and proportionate assessment in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 and relevant statutory guidance. The assessment considered and evidenced compliance by WCHCT with the following Key Criteria • Quality and innovation. • Value for money. • Integration, collaboration and service sustainability. • Improving access, reducing health inequalities and facilitating patient and service user choice. • Social value. • And compliance with the following Basic Selection Criteria • Suitability to deliver the service • Economic and financial standing • Technical and professional ability The Authority is satisfied that: • The incumbent provider is meeting the requirements of the existing contract. • The incumbent provider is likely to satisfy the requirements of the proposed contract to a sufficient standard. • The award represents the most appropriate arrangement for securing high-quality, integrated, sustainable and accessible services for children, young people and families within Wirral. Accordingly, the Authority intends to award the contract to Wirral Community Health and Care NHS Foundation Trust under Provider Selection Regime Direct Award Process C following completion of the standstill period, subject to consideration of any representations received.

    This notice concerns a modification to an existing lease (the Lease) procured whilst ScotRail was under the Abellio franchise ownership, between ScotRail Trains Limited (SRT) and Eversholt Rail Leasing Limited (Beacon Rail) for 22 x 3 car Class 320 vehicles (the Fleet). The Lease is currently scheduled to expire on 31 December 2027 and a 5-year extension has been agreed to the Lease for the same scope of supplies, with an additional option to extend for up to a further one year. The value of that extension (inclusive of options) is estimated to be GBP 57,300,000 excluding VAT. This extension is necessary to ensure SRT is able to discharge its obligations and continue to deliver vital services while the suburban new fleet procurement is concluded and is therefore an interim solution until the new fleet can be procured, built and commissioned for passenger service.
