Rather, it provides a contribution towards additional practitioner capacity within an existing intervention already being delivered by Compass Be, enabling enhanced support for children and young people experiencing low-level or emerging emotional wellbeing difficulties as part of the wider Barnsley emotional wellbeing and suicide prevention system.

    Westminster City Council (WCC) are recommissioning Housing First Services in two Lots: - Lot 1 Housing First Support Service - Lot 2 Housing First Violence Against Women and Girl (VAWG) The service is a pivotal and strategically aligned provision at the heart of the WCC’s Homelessness and Rough Sleeping Strategy 2024. This service is a cornerstone of our ambition to prevent homelessness, enhance recovery, and transform lives through a dynamic, tailored, and outcomes-driven approach. Housing First is a widely renowned homelessness intervention strategy that prioritises providing permanent housing with high quality wraparound support. Its aims are for service users to retain their tenancies and graduate from intensive floating support to independence, therefore ending recurrent cycles of homelessness. Housing First has been an established commissioned service in Westminster since 2017. This procurement aims to continue delivering this service primarily for clients who are currently in social tenancies through Housing First and to allow flexibility to accommodate new service users where new tenancies become available. The overarching aim of this tender is to commission an intensive floating support model for Housing First, structured into two distinct lots: one providing a specialist service for women affected by Violence Against Women and Girls (VAWG) to support up to 36 women, and the other delivering a generic Housing First mixed gender service supporting up to 48 service users. The estimated Service Commencement Date is 1 June 2026. The Initial Contract Period is 3 years, with provision for extension, at WCC’s discretion, for up to a further 3 years (1+1+1 years), providing a total contract period of up to 6 years (calculated from the Service Commencement Date), expiring no later than 31 May 2032. During the Contract Period the Authority may, at its sole discretion, require additional Services to be delivered by the Provider, i.e. should additional tenancies or funding opportunities become available, in excess of the existing Services Users, the Provider will liaise with the Authority to agree provisions. Any increase will be subject to funding availability and to the Authority’s governance procedures. Any agreed scale-up of the Service would be aligned to Housing First model e.g. one extra worker per five to seven Service Users plus management support consideration. During the contract period the service may be scaled up to support an additional 10 -14 Service Users, this is subject to clause 47 of the Contract and is at the Authorities’ discretion. The budget published does not include this additional capacity.

    Tees Valley Combined Authority (the 'Contracting Authority') part of the Tees Valley Combined Authority Group have procured consultancy support to conduct a feasibility study around the usage / construction of an IoT network across the Tees Valley Region. This contract will be delivered in multiple phases. Phase 1 is a feasibility study to understand whether TVCA should invest in using or building an IoT network across the region. Should the feasibility study recommend that TVCA should invest in this, additional phases may be required under this contract including use case identification and design, procurement support, deployment support and benefits evaluation and monitoring. These additional phases are not guaranteed and are dependent on: a) TVCA internal approval to proceed including budget approval; b) the strategic decision to invest in an IoT network; and c) satisfactory Provider performance in Phase 1. If the above conditions are fulfilled, TVCA reserves the right to instruct the Provider to deliver some or all of the additional phases through a permitted contract modification under the Procurement Act 2023. This may be undertaken using an ‘permitted modification’ in accordance with Section 74 and Schedule 8 of the Act, where the modification is provided for in the Contract. This Contract therefore includes an express provision enabling TVCA to introduce additional phases via a Contract Variation, provided that: – the nature of the additional phases falls within the high-level scope described in this Specification; – the procurement documents clearly state the maximum potential contract value inclusive of all phases; and – the modification does not alter the overall nature of the Contract beyond what was originally described. Any additional phases instructed under this mechanism will be formalised through a written Variation Letter, specifying the detailed scope, deliverables, timelines, pricing and social value. Pricing for additional phases will be agreed with the Provider following finalisation of the scope but prior to issuing the Variation Letter and will be based on the methodology and day rates submitted at tender stage. TVCA is not obliged to instruct the Provider to undertake any work beyond Phase 1. Phase 1 maximum value: £62,440 Maximum contract value if all phases are delivered under this Contract: £150,000

The service will work collaboratively with local partners, including health services, substance misuse services, safeguarding teams, housing providers, the police, and voluntary sector organisations, to ensure individuals receive coordinated, person-centred support. This agreement is in place for the period 1st April 2026 until 31st March 2028 inclusive with extension facilities of three periods of up to 12 months each until 31st March 2031.
