- Elmbridge Borough Council, Mole Valley District Council, Surrey Heath Borough Council, and Woking Borough Council are conducting a Competitive Flexible Procedure for their Joint Waste Collection and Street Cleaning Services Contract.
Background Information
Joint Waste Solutions (JWS) is a shared service established in 2017 to manage and deliver frontline waste collection, recycling, and street cleansing services on behalf of four local authorities in Surrey: Elmbridge Borough Council, Mole Valley District Council, Surrey Heath Borough Council, and Woking Borough Council.
The four authorities have conducted a competitive flexible tender process to find a new supplier for household waste collection, re-cycling and street cleansing services across these areas.
The winning supplier will be expected to collaborate closely with JWS, attend regular review meetings, and work constructively with wider partners including Surrey County Council and SEP, to deliver effective waste collection and street cleaning services.
JWS is committed to a future that prioritises sustainability, efficiency, and public trust. The new contract must deliver against pressing environmental targets, including carbon reduction, waste prevention, and improved recycling outcomes. It must also deliver robust operational reliability, high levels of customer satisfaction, and measurable social value - including local employment opportunities, inclusive workforce development, and contributions to community wellbeing. This procurement is an opportunity to build a long-term partnership with a service provider that shares JWS's vision, embraces innovation, and is ready to play a key role in delivering cleaner, greener, and more resilient public services across Surrey.
After Local Government Reorganisation in Surrey takes place in April 2027 the service area for the purposes of this contract will not change.
The contract value provided is an estimate for the full 21 year term, excluding any indexation adjustments.

- GL Wand is a system used by the Corporate and Joint Finance Department for the reconciliation of accounts.
The software licences can only be supplied by the current provider, as they are the sole supplier of GL Wand licences, maintenance, and support services.
The annual maintenance and support contract for GL Wand has recently been renewed for a further 12 months at a cost of £21,014.58.
It is anticipated that the costs for Years 2 and 3 will be broadly similar, subject to any agreed annual inflationary increases.
A three-year contract is therefore proposed to ensure continuity of service, system support, and compliance with procurement requirements.

This includes anxiety, low mood, stress, and supporting healthy parent–infant relationships. The need for strengthened peer based emotional wellbeing support has been consistently highlighted by parents and carers, including through the Sheffield Early Years consultation (2023) and subsequent engagement activity undertaken more recently. This has been running for 3 years and the aim is to build on, develop, improve and evolve what has already been implemented. Lot 2 - Perinatal Mental Health - Dads and Male Caregivers Peer Support Sheffield City Council, as part of the national Best Start in Life and Healthy Babies Programme (formerly Start for Life), is recommissioning a Perinatal Mental Health (PNMH) Peer Support Programme for Dads and Male Caregivers. This recommissioning builds on three years of delivery and responds directly to needs identified through the 2023 Early Years Start for Life Consultation, where fathers and partners highlighted gaps in support during the perinatal period. The aim of this programme is to help all new and expectant dads and male caregivers make the transition to parenthood as smooth as possible, with a strong emphasis on: • sensitive and attuned caregiving • positive early parent–infant relationships • good mental wellbeing for babies and their families

- UK6: Contract award notice
The Impact facility at the University of Kent is looking to procure a high-speed camera system for attachment onto a two-stage light gas gun as part of its new ERC funded project.
The Impact Facility has been operating for over 30 years, focusing on the laboratory-based simulation of hypervelocity impact events relevant to spacecraft and planetary science. The Impact Group regularly presents results at national and international conferences and publishes across a range of science and technology focused journals.
The funding acquired for this equipment is a European Research Council Consolidator Grant.
The PROSPER project focuses on the growing issue of space debris, which poses a threat to orbiting satellites and continued safe access to space. The specific goals being addressed by the Impact Group will be:
*Developing advanced detectors to better understand small debris
*Studying how debris shape affects the damage it inflicts on spacecraft and ejecta that is created
*Examining the potential side effects deorbiting satellites could bring when they re-enter the atmosphere

Domestic Abuse Support in Safe Accommodation (DASSA)

- THE STAFFORDSHIRE PATHWAY PROJECT
- value

- description
- The Domestic Abuse Act 2021 places a Duty on Tier 1 Local Authorities to provide support to victims of domestic abuse and their families living in safe accommodation settings, defined as 'relevant accommodation' within The Domestic Abuse Support (Relevant Accommodation and Housing Benefit and Universal Credit Sanctuary Schemes) (Amendment) Regulations 2021.
'Support', in this context, can include the following (although this is not an exhaustive list):
• Overall management of services within relevant safe accommodation - including capacity building, support and supervision of staff, payroll, financial and day to day management of services and maintaining relationships with the local authority (such functions will often be undertaken by a service manager)
• Support with the day-to-day running of the service - for example scheduling times for counselling sessions, group activities (such functions may often be undertaken by administrative or office staff)
• Advocacy support (e.g. development of personal safety plans, liaison with other services)
• Domestic abuse prevention advice (support to assist victims to recognise the signs of abusive relationships, to help them remain safe and to prevent re-victimisation)
• Specialist support for victims
• Support designed specifically for victims with specific vulnerabilities (e.g. interpreters)
• Support designed specifically for victims with additional complex needs (e.g. mental health, substance misuse)
• Children's support (e.g. play therapy, child advocacy)
• Housing-related support (e.g. advice about securing a permanent home, rights and benefits, how to live safely and independently)
• Advice service (e.g. financial and legal support)
• Counselling and therapy (for adults and children, including emotional support)
The Statutory Guidance stipulates that the support should be delivered by knowledgeable and/or experienced specialist providers, charities, and other voluntary organisations whose purpose is to provide support to victims of domestic abuse. All support provided under the duties should meet the MHCLG Quality Standards
Ring-fenced annual funding is allocated to each Local Authority area from the Ministry of Housing, Communities and Local Government to enable the fulfilment of this duty. The terms and conditions of this funding are explicit in what the funding can be spent on.
Support is provided to individuals and families who are residents of Staffordshire as well as those from outside of the area. This is the nature of this type of domestic abuse support, whereby a national platform 'Routes to Support' is utilised by safe accommodation providers to advertise their vacancies and domestic abuse professionals will use it to secure details of accommodation available to best meet the needs of the victim and any dependant family.
It is intended to award three separate contracts for an initial period of three years at an estimated cost of around £4,664,106 + VAT with an option to extend for a further year, bringing estimated total costs in the region of £6,218,808 + VAT over the maximum four-year period. These estimated costing are based on current contract value and are subject to change with service specification development. The provisional Local Government Finance Settlement has been announced which maintains the current level of funding up to 2029.
Should budgets significantly change then Staffordshire County Council would look to re-engage with the market and communicate the latest intentions for allocation of funding.

- The Commercial & Procurement Strategy (CPS) sets out procurement for a Business As Usual (BAU) annual contract renewal for Microsoft Unified Support (MUS) for one year from August 2026. This is a continuation of an existing Microsoft vendor support arrangement. It is not a new technology initiative, new product build, new service design, or request for DTC solutioning.
Requirement Overview
National Highways relies on MUS to support business-critical Microsoft services and complex incidents across the organisation.
MUS provides:
• vendor-level support for Microsoft 365
• Teams
• Exchange Online, Dynamics 365, Azure
• On-premises infrastructure
Without renewal National Highways would lose direct vendor support for complex incidents.
