    UPDATE - 30 July 2026. In respect of the Lot 3: West Midlands and South (excluding London) and Lot 4: London only, the standstill period has been extended to end at midnight on Wednesday 12th August 2026. The date for standstill end of 4th August 2026 (8 working days) is overridden and replaced by this update and no longer applies. This update is in respect of Lots 3 and 4 only. The earliest date the contract will be signed for Lots 3 and 4 is now is 13/08/2026. For the avoidance of doubt the standstill period is not extended for any other Lot. The original standstill deadline of 5pm on the 4th August shall remain in respect of Lots 1, 2 and 5. The Schools Water Strategy is an “invest to save” strategy aimed at reducing the risk of flooding in schools. This planned procurement is to enable the expansion of the current Property Flood Resilience (PFR) installations across the school estate, specifically targeting members of the Risk Protection Arrangement (RPA) for schools in high-risk flood areas and schools that have suffered repeated flooding disruption. This procurement is looking for Potential Suppliers with the capability in their own organisations or with named supply chain partners to design and build property flood resilience solutions across both grey and green (nature-based) categories. The maximum contract value including optional extensions across all Lots is £100 million (excluding VAT). The initial 3 year contract term is valued at £57 million across all Lots, equating to roughly £11.4 million per Lot. The DfE is looking to award 5 regional contracts that will deliver PFR measures in specific schools (selected by the DfE based upon flood risk) in each region. The procurement will be structured into five regional Lots to ensure equal coverage across England. Each Lot will be split into regions as follow: • Lot 1: North West • Lot 2: North East • Lot 3: West Midlands and South (excluding London) • Lot 4: London  • Lot 5: East Midlands and East of England Each Lot will have a target to complete a minimum of 10 schools per year over the contract period; however, suppliers would be expected to work on more than 10 projects a year to achieve the targets, accounting for potential slippage. Each Lot is equal in the scope of works. Bidders will be able to apply for all five Lots but will only be awarded a maximum of three Lots. The planned procurement will follow an Open Competitive Procedure, and the evaluation will use a price-per-quality-point methodology.

    This project is funded in whole or in part by grant funding provided by the Department of Health and Social Care (DHSC) to the Improvement and Development Agency for Local Government (IDeA). The award of this contract and any payments under it are conditional upon IDeA maintaining in force a Grant Funding Agreement with DHSC covering the relevant Funding Period. Detailed targeted financial analysis and support to Councils facing greatest financial support. The IDeA as Partners in Care and Health (PCH) are working with the Social Care institute for Excellence and other well-respected organisations to support the delivery of sector led improvement for adult social care. PCH helps councils to improve the way they deliver adult social care and public health services and helps Government understand the challenges faced by the sector. The programme is a trusted network for developing and sharing best practice, developing tools and techniques, providing support, and building connections. It is offered to councils without charge. Since 2017, Partners in Care & Health has been providing financial advice to local authorities on adult social care. This work has been led by the National Care & Health Improvement Adviser for finance; however, since 2021 he has been supported by a small group of finance reviewers undertaking bespoke financial reviews focused on adult social care in the corporate context of the local authority. We are looking to refresh our small pool of reviewers who can undertake these reviews. We are seeking interest from relevant individuals with appropriate skills and experiences who would be available to complete short-term strategic reviews of the financial aspects of adult social care in specific local authorities.

    Project Description The UK has hosted the Mission Innovation (MI) Secretariat since 2017. Energy Systems Catapult (ESC) support was brought in from 2022 to address specialist skill and capacity gaps. The MI Secretariat is currently transitioning to be hosted at the IEA, however countries with continue to provide in-kind resources until at least 2030. This procurement is to continue the direct award for ESC to provide essential support to the MI Secretariat in the transitional period until June 2027 for a value of £250,000 (exc VAT), with the potential to extend until June 2028. The contract will cover a transitional phase as the MI Secretariat moves from the UK Government to the IEA. The capability built up by ESC in last 4 years is essential to retain whilst the MI secretariat is transitioning to the IEA. This procurement is necessary to ensure continuity of expertise from ESC who have delivered the Secretariat functions work since 2022. ESC’s role will protect UK interests by ensuring effective UK representation at the core of MI's governance. The Direct Award will fund the time of two Specialist leads, a project manager and admin support to deliver: • Event Coordination of the MI Annual Gathering: • Event Programme management of the MI Ministerial • Diplomatic engagement with governments to support the delivery of MI outcomes. • Artificial Intelligence workstream for Mission Innovation • Coordination and Technical Advice to the MI Missions: • Data and Analysis of International Energy Innovation • Enhanced diplomatic and technical capability of the wider MI Secretariat in light of the transition to the IEA. The procurement is required to maintain continuity of Secretariat capability in a transitional period following the end of the current contract. However, the UK has also committed to provide resource for the a core Secretariat team through the remainder of Mission Innovation 2.0, which runs to 2030. Following the initial direct award to 2027, a competitive procurement is expected to be run for an organisation to deliver the remainder of this commitment. ESC’s Direct Award contract will include a potential to extend by 1 year. The variation provision would be used where market engagement supports the existing conclusion that there is no other reasonable supplier to deliver the MI Secretariat role in the next year. An extension woild be accompanied by extensive efforts to ensure a competitive process could be run the following year for services to 2030. as a security net against unforeseen circumstances within DESNZ and/or the IEA Transition that could delay the open procurement for services until 2030.
